I don't have a handheld meter that can measure more than 20A, but my amp meter appears to be one decimal off.

I bought a new shunt and a new meter to match, and it still is one decimal off.

I am using 6000W elements on Chinese 220V (usually 220~250V) power.

Right now, it shows:
0.7 with 1 pump
2.5 with the element and 1 pump

I believe it should be 7A for the pump, and 25A for the element + pump.

Did I wire it up wrong? Any ideas?

.7 amp is probably correct on the pump, but the element should be around 25 amps pending your getting a true 6k watts. Yes something is off. Could you post photos?

For the element: 6000W / 240V = 25 amps

That's assuming you're running it at 240V and it's meant to run at 240V.

What pump are you using and what does the manufacturer state is the normal power consumption. Remember that Power = Voltage / Current, so Current = Power / Voltage.
