I would include the rice hulls in your total grist calculation as rice hulls do soak up water, just like grain.
P.S. Definitely nothing wrong with using rice hulls if you have concerns with stuck mash/sparges. There are no downsides (other than slightly extra cost and the fact that rice hulls are a $*&@#! pain to work with as they're messy/always full of static)
