Resting volt and amp readings

I'm sure this has been answered somewhere so forgive the repeat. My "resting" volts read 245 and amps 3.9. Is that right?

Voltage is your wall voltage. You can confirm by using a voltmeter in your wall outlet. It can vary based on time of day, how loaded your neighbourhood is, and so forth. For example, in the middle of the summer with air conditioners running everywhere the voltage will sag a bit below the 240V nominal voltage. 245v sounds a bit high, but not unreasonable.

The amps are high. Without the heating elements or pumps running it should be 0.0 to 0.2 or so at most as the other devices in the panel draw little to no current.

Maybe I have the wrong shunt? I did purchase 2 amps and shunts from two different places...one from you and another from eBay. Maybe I have your amp meter matched w/the ebay shunt or something. I'll swap and post my results.

The amp meter does indeed need to be matched to the shunt. Shunts can have different resistances. For this reason they are usually sold together with the amp meter. If not, you need to match the shunt resistance with the resistance required by the meter.
