This may be a really stupid question but why are the high watt elements run through the control panel instead of just low watt sensors and switches?

Hi and welcome to the forum!
The control panel "controls" the elements. In order to control what power goes to the elements, they have to be run through the control panel.
Sensors are only feedback devices that gives us a reading that we can use to ascertain how to control something. Switches can only be on/off.
Give the "how it works" sections of the control panel build article (part 2) a read for more info, specifically the heating element portion: http://www.theelectricbrewery.com/control-panel-part-2
It'll explain better how it works.
That said, if you have an alternate design or idea on how it could work, post a wiring diagram or schematic.
