Nobody knows what state your RO filters were in when your created your RO water (How filtered was it really? Are the filters old? What's the TDS level coming through?) nor does anyone have information on how exactly you stored it for 3+ weeks and in what condition, where this HLT sat exactly, how sealed it is (if at all) and so forth. So I think it's bit difficult to take any comments that anyone would make here with any certainty. I would caution against accepting a "yeah it'll be fine" comment from someone based on the information you provided as nobody answering can really know either without seeing / testing what you have first even if they are experts.
In theory boiling should probably kill off anything that's grown. I think. Most likely nothing has grown it in it either. But I'm not a microbiologist nor do I have access to see what you've done so I'd never say "it's good!". I guess at the end of the day, if you're here and asking, it's probably best to start over if you're not sure. Are you willing to take a risk for what amounts to a few dollars in RO water?
