I'm building my control panel (standard build). the wiring diagram for wiring the amp and volt meters shows the volt meter having an AC connection to the switched side of the BOIL relay. wouldn't this only read voltage when the boil relay was switch closed? is this the correct wiring?

never mind. I just realized that the boil and HLT relays are wired in the reverse direction than the power relay since they feed power out of the outlets on the bottom of the box.

Hi and welcome to the forum!
I'm assuming you're building a North American panel where both 120V and 240V are available...
The volt meter is fed both of the HOT lines to get a differential of 240V. Where you connect to get these two HOT lines doesn't matter. I should two places that are convenient in the wiring diagrams.
Note that the wiring diagram for the volt meter does not have an AC connection to any of the relay switches. There is one connection the relay coil however as it's fed by one of the two HOT lines.
