If you fed it 22-23V originally and now only 5V and it's showing numbers all over the place that don't follow the actual voltage, it's most likely toast.

Are you saying that when you hook up the power supply to the volt meter that the power supply output drops from 5V DC to 2.5V DC?
The power supply may also be damaged. This can happen with things are hooked up incorrectly (high voltages flow back into the power supplies). It may also be that the damaged meter is shorted out and drawing too much current, pulling down the power supply voltage. You'd have to test the power supply separately to see if it's it's damaged.
This is why we recommend on our meter pages: "If replacing a meter that was damaged due to incorrect wiring, we recommend that the power supply be replaced at the same time as it may have also been damaged." (unless you have the means to test a power supply independantly under load)
