There are a number of calculators to figure out plate-chiller cooling capacity, but I was wondering if anyone knew how to figure out cooling capacity for a simple immersion chiller?
Let's say I know my start and end temps, and the temp of the fluid in the chiller, and I want to know how much area I need for the chiller to achieve those.

That sort of calculator can't easily exist for an IC given how an IC chiller works as part of a larger system. They system includes not only the IC but your kettle as well. How a chiller works is a function of all the parts involved and how the fluid flows.
For example, an IC is incredibly more effective if you move it around while chilling or stir your wort (same effect). How fast you stir and how the fluid flows has a direct impact on the chilling speed. Put an IC in the kettle and never move it and it'll take much longer to chill the entire kettle than if you stir. It's not just the surface area that matters. There a lots of complex variables.
So there is no simple way to create a formula around that because every kettle is different and the brewer has no way knowing (let alone entering) the complex fluid flow information that would need to be known to assess the effectiveness of the IC. The surface area you mention is only one part of the puzzle. You may need 1/10th the surface area in an IC that's moved around to match the cooling capacity of one that isn't moved around.
Plate chillers are completely enclosed / separate systems so the performance can be modeled and only requires someone to enter a few bits of information like (a) cooling water temp, (b) cooling water flow rate, (c) starting wort temp, (d) desired wort temp.
