Yes it will. The level in the sight glass will drop if you have flow issues. This is because flow through the slight glass will happen easier if the mash has poor flow (is 'stuck').

I seen this happen all the time with beers that have a lot of non-husked grains. I believe in some of my recipes or other instructions I recommend opening the wort pump ball valve slowly over a minute or two and to watch the sight glass level exactly for this reason (ie: If it starts to drop, you need back off / open slower as you're starting to get a stuck mash).

I decided that the mash was "stuck" because in investigating why the MLT temperature never went up I observed that there was little or no flow back into the MLT. If the liquid that is normally under the false bottom is no longer there - it's been sucked out and no additional liquid is filtering in, won't that make the amount of liquid in the sight glass increase?

No. There's always a bit of flow. Liquid takes the path of least resistance. That's the sight glass with nothing in it.

in a stuck recirculation the site glass does not show the correct level, the wort is mostly all on top and very little under and the site glass cant show you that, it can also get a bubble and stick in place, its deceiving but the way to tell is it drops low in the site glass
