I just moved the probe that was in the MLT to test out the difference in temperature from the back side of the HLT to the valve output which turned out to be near the same. The probe installed to the back of the kettle actually fluctuated less but that could be part of the issue by not receiving heated water from the elements until it recirculated. At that point it was already much higher than it should be by a few degrees.
The control I have in temperature is not what I expected but I guess I'll just have to adapt to what is happening. I still do not understand why it's sending power to my elements when it's above the temperature it's set to by a full degree or two and it'll bother me forever when something is not working as intended but it's time to brew.

Try a test at a different temp. Like 170 and see if it over shoots that temp too. I'm sure it will but worth checking out of curiosity.

Changing the set value naturally didn't change the outcome but you did push me to continue for an answer. So... I contacted Auber directly and gave them my scenario with parameters of my PID. They gave me new numbers to try out and BINGO!!! Set Value and Process Value are equal! Thanks for sticking with me on this guys. Now it's time to get ready and brew tomorrow for my first batch on this setup!
Here's the new parameters they gave me.
I = 350, P = 40, D = 2 and t = 2.

Glad it worked out!
Interesting that they mentioned t=2 as that's the cycle time and the default which is what yours should have already been set to.
The other P/I/d values are what are set when you do an auto-tune. The default values are I = 1000, P = 500, d = 120
The smaller P value (proportional constant) from default results in a small and slower action.
The smaller I value (integral time) from default results in faster action. It's interesting to note that the manual recommends to decrease I if it's taking too long to eliminate the temperature offset.
The much smaller d value (derivative time) from default results in slower action to temperature overshoots.
