You guys helped me in the past.. (http://www.theelectricbrewery.com/forum/viewtopic.php?t=26677&highlight=john+deere) along with CurtPalMe, I had come up with a very fast Power Wheels conversion. It is awesome, thank you.
Anyways, I got into a new problem that I am in need of some assistance. I think I have the basics in my mind, the biggest obstacle I'm hitting is the materials/hardware required. Anyways, here is a short youtube of the rig.

What I want is this to be setup with a motor and not hand powered as it is now.
The cycle I want goes as such.
1. Press a foot pedal that turns a motor on which slowly to moderately pulls the cart to the very top of the ramp.
2. When the cart gets to the top, I want it to automatically release and barrel down the ramp via gravity. Basically unspool the line.
I have under $100 and can find parts for free pretty easily, craigslist searching, and have free time to do it.
The design I had in mind for the first round was to just use a cheap drill for the motor. Basically the way my table saw works, Ill have the motor drive a belt which in turn drives a pulley on the spool. The motor will be on a pivot point. When the pedal is pushed it engages a timer which sends current to an actuator which drives the motor away from the spool causing it to reel in the cord. When the timer is up, say I set it to 10 seconds, the actuator disengages the motor (basically pulls it closer to the spool), and the spool just allows gravity to pull on the cart making it fall back down.
The vbelt under tension applied from the actuator drives the spool, when no tension, just allows the 2 pulleys (1 from the motor, 1 on the spool) the spin freely, allowing the cart to travel back down the rails.
This is the idea. Simple and sturdy is king. The more mechanical and less electronic the better. Purely mechanical would be awesome, I'm not totally sold on the actuator. Where I'm stuck is the actual hardware. The cart weighs about 15 lbs, and is pretty sturdy. I need the rig to be sturdy as well because of the impact.
What type of pulleys/v belts would be good here. What type of foot pedal, timer, actuator that is strong enough but not $259. I'm pretty handy, but have no experience with programming etc, so an arduino is out. This is a simple rig, but it is literally driving me nuts trying to execute it. I don't want to buy a bunch of parts/motor either to not have them work.
Any thoughts would be incredibly helpful. In advance, you are awesome.
