One thing I'm having trouble visualizing - if I drill all the way through, and also tap all the way through - what is there to stop the screw from coming lose? Do I need to use a locking washer, or maybe a split-ring (what's the difference?)

You really shouldn't have to worry about it. Just tighten the screw down and forget about it. This isn't a moving part (like a car) so therefore the screws have no way of naturally working themselves loose due to vibration.

If you are paranoid about it, just use some lok-tite (a type of superglue made to lock threads in), but honestly it is way overkill.

Hey Crush,
I've attached a youtube video that may be helpful to watch http://www.youtube.com/watch?v=oEpzH8iVvJI
Basically, remove the backplate, mark where you want the holes to be (maybe using a nail through the mounting holes of the relays to scratch or dent the backplate) and drill the holes all the way through. Then use the tap (with a tap handle) and run the tap all the way through the hole (the tap is tapered on the tip, so you want to go all the way through and past the taper). clean any bits of metal off the tap, and back it out.

In my opinion, you don't need any type of locking type device (serrated or split lock washer or Locktight) because there isn't any rattling, movement or extreme temp changes to warrant it. Just tighten them snuggly and you're good.
