Just finished my utility sink and drain so I leak tested my HLT which is a converted keg I got from Sabco 4 years ago but have never used.

Finally doing a water and heat test.

Water pump and HLT element running and pulling 22.7Amps.

Water started at 53 degrees from well and up to 82 at about 12 minutes.

Sounds right to me! With both pumps running along with one element, mine draws just under 24A which is at the 80% capacity that you're supposed to run a line at.
